Boat prop spins while in gear?

Hey guys, I am working on this new to me boat. When the boat is in gear the prop should not be able to move correct? I am able to freely spin the prop either way no matter if the throttle is fully forward or reversed. Any ideas why?

Sounds like the clutch isn't engaging.

jeez i dont see a clutch pedal on the floor of my boat must be an automatic lol

Disconnect the lower/short shift cable (the one that goes to the drive) push in for forward/out for reverse. if you can make it work like this it is likely your control box or long shift cable. If nothing changes it is your short cable or something in your shift slide or internal ($).
