Even though I have adjusted the small rudder fin next to the prop so that it counter steers to the left , my boat pulls HARD RIGHT, sometimes it gets kinda scarey, any suggestions?

It sounds like you adjusted the trim tab the wrong way. If the boat pulls to the right you want to adjust the trim tab to the right to counter act the torque of the prop..

You may have a standard steering box just like me on my 16' tri-hull. My steering pulls to the right as well. My old Chrysler 70 does not have a trim tab to adjust, so you may be able to get rid of the torque of the engine by adjusting it as bhile suggested.
You may also consider a zero feedback steering box (helm). You can get then anywhere and they are supposed to counteract engine's torque. If you get one, let me know if it works. I have been looking for an excuse to buy one for my runabout.:)

Keep in mind, a boat steers the opposite way because it's driven from the back.
So a trim tab pointing left will steer the boat right.

It could also be that your motor is down too far. Mine pulls hard to the right on the bottom hole. One up, and that all got fixed. Check the height of the ventilation plate and make sure it's even with or slightly above the keel.
