Boat stumbles at WOT

I having a strange issue when operating at WOT - or actually anywhere over about 4000 RPM. The boat starts and runs excellent. Out of the hole its fine. after a few seconds of running over 4000 RPM, it feels like someone is suddenly pulling back on the throttle and then pushing it forward again. If I throttle back to 3500 RPM it seems to work fine. It's almost like the carb can't pump enough gas when the engine needs it.

It's an 1987 3.7L 165 HP Merc. Fresh tune up. Two fresh gas filters. New distributer. New fuel water separator. Had the carb taken off, taken apart (top half) cleaned and tested by an experienced merc mechanic. Said it was in excellent condition and putting a kit in it was a waste of money. I dumped the fuel water filter out yesterday and didn't see any water at all. The boat has the 2 bbl merc carb with electric choke. I tried adjusting the choke but it didn't really make a difference. I disconnected the fuel line and it is pumping gas. (didn't pressure or volume test but is seemed like it was pumping a lot of gas) . Tried adjusting the idle screw but it was fine and hte boat is running excellent at startup etc. just seems like it runs out of gas at WOT. If I am pulling a skier or tube, the problem seems to appear sooner (afte 10 seconds) of WOT. if there is no load, it take about 30 Secs to happen. Any advice as to what to look at next would be helpful.

Turned out to be a bad fuel pump. Once I replaced that the problem was solved. Thanks Don.
