Can you fiberglass over body filler?

you can....however body filler contains talc which is not a recommended boating fairing compound.

For boats. it's best to make your own filler. I make mine with 1 part polyester laminating resin (No Wax) 1 part cabosil, and 2 parts Glass Bubbles. Use 1% MEKP. This will give you a strong waterproof filler that sands easily.
