Bogging down.

While trolling my evinrude 6hp fishermen 1968 engine will go from normal to bogging down like it wants to die then i increase the trottle n it takes a bit b4 it wants to rev up again.

why does it do this?

Also,
If i leave the cover off, it runs fine though why?

I have a 6 of almost the same year. At an idle the fuel pump wouldn't work well and I needed to pump the bulb every 10 minutes or so to keep it running.

But, you say it also runs better, or with no issues when the cover is removed. If the gasket at the base of the power head fails it can direct exhaust under the cowl and cause the motor to run poorly.

Remove the power head and replace the gasket, its not difficult.
