Bottom Paint for a trailered boat

So I gave my boat the scrubbing pad and water test last night, and it looks like this might be easier than I thought.

I have a small electric pressure washer, so I'm thinking a combination of scrubbing and spraying might do the trick. Still not sure about the red paint underneath though, either this spot didn't have much, or it scrubbed away as easily as the nasty blue stuff.

If bottom paint is put on correctly a barrier coat is applied first. Don't know if the red is that or not, but if it is then it wasn't put on very well. Might have just been painted with red first and years later the bluw

Based on some of the older pictures I've seen, I think this model may have come from the factory with a red bottom, but I don't know what kind of coating it was.
