Bravo Shift Cable

I'm replacing my lower shift cable as part of a transom rebuild and could use some help.
The new shift cable is supposed to be the newer design, the bore through the bell housing had to be enlarged for this cable since this 91 bravo did not have the larger bore for thicker cable.
The outdrive end is installed, I did not use the 1/4" plate as I didn't think it was required. So now it looks like I have too much inner cable to connect to the bracket without the cable hitting the end of the plastic tube.

If I install it like this I am right at the end of the threads for the barrel and the threaded rod. Not sure if this is right, cable wire could be shortened if necessary

Is the drive in neutral, and if so how do you know the drive is in neutral?

Not sure, I can spin the prop shaft counter clockwise, not clockwise
Do I start the engine and try to move the cable to confirm?

The prop should be able to spin in both directions easy
Could be not not in full neutral

What can be done is disconnect the lower cable, start the motor and shift by hand fwd/rev and back to neutral, then set the cable

Yes, it was not in neutral, with engine running I was able to work the cable back and forth until it popped out of gear, got it adjusted and it seems to be shifting properly, thanks for the help
