Breaker keeps tripping

When we moved to a new marina we kept tripping the breaker on the dock for our slip’s pedestal. I’m told the marina installed a new ELCI system. After inspecting the shore power cord and the receptacle I noticed a little melting of one slot on the cord and some discoloration on the matching receptacle prong (see photos). Would this be enough to make the breaker trip? Also, after taking the cover off the distribution panel I found this mess (see photo). Is it time to bring in an electrician and have a new panel installed.

you have a short somewhere (boat or connection side), needs to be fixed before plugging back in.
