Bringing 1991 Rinker Fiesta Vee 250 back to life

Just bought a 1991 Rinker Fiesta Vee 250 with a mercruiser 5.7 and a alpha one that has been in storage for three years. What do I need to replace/check to get this thing back to life? I would imagine you need to replace the impeller, new batteries, change the oil and grease, and maybe new plugs and wires. It also has a water tank. Anything I should put in the fuel it has about a 1/4 tank?

Id get rid of the fuel, even if it had stabil its probably not that great now. Then id do the usual tune up plugs cap wires rotor and the fluids like you said. Id try shooting a little WD-40 or something it each of the cylinders with the plugs out and then try turning it over with a socket and breaker bar, just to make sure it isnt stuck, then id prime the oil system by pulling hte dist. and using an old one to pump the fresh oil around till you have good pressure for a few seconds. then try to crank her up. probably gonna need a carb rebuild too, but it should at least kick with out that being done.
