Bringing neglected Johnson 90HP back to life.

Its a V4 all 4 cylinders are within 5 psi of 120. very even for its age I think. It really didn't matter where the throttle was, the boat only ran about 8 knots and that wasn't enough to bring it up on plane. It tried a couple times as I pushed the throttle forward but just couldn't make it.

When running the engine sounds good and engine speed reacts to the throttle so I am thinking this is probably a lower unit/transmission/prop issue?

If the revs build yet speed does not, something is slipping. Props aren't too spendy if you need one.
