Broken bearing in upper sterndrive

I have a 1983 Mercruiser 305/5L MCM228 V8 engine. I took off the cover off the upper stern drive and found the gears locked up due to the top bearing breaking and pieces getting wedged in the gears. To remove the pieces I have to get at least the drive gear out. My manual says I need a special tool (C-91-36235) to remove the retainer. This tool costs about $60. Other than hoping to find a used one on ebay is there another way of removing the retainer without this tool?

By SE drive do you mean the whole upper part of the sterndrive/

Sterdrive engineering = sei, it's a company who makes aftermarket copies of the Mercruiser outdrive. Fixing your upper would cost more than a new upper from sei in parts alone, much less the tools and hassle of doing it yourself.
