Broken bolts 1986 60-hp merc

How is the best way to get broken bolts out of the block? I've got them drill about half the diameter of the bolt now in the center went all the way past the bolt maybe about 1/16 past sprayed WD-40 let them soak and tried an easy out. Should I put a defined small amount of heat to them? I've got 4 out of 10 broke. 1986 60 hp merc.

I've extracted many broken bolts on all kinds of equipment. Heat is a good way to remove if all else fails. I have had to put wet rags all around things to absorb the heat as not to damage anything but to localize the heat on the broke bolt. Some easy-outs are better than others too. The cheap screw bit looking kind are ok if the bolt isnt too stuck. I prefer the Snap-On brand easy-outs that have the 1/2 inch wrench head and the shorter stubby removing head. I have also drilled the bolt out as much as possible and then chased the hole with the correct tap.

This is a good easy-out for hard to extract broken bolts...
