broken off bolt

i let a friend of a friend replace the head gasket on my 1995 txrt 200hp yam. He didnt do it right now im redoing it . when i went to take it off i found he had broken off the bottom bolt.The real problem is the bottom part of cowling is in front of the bolt so i cant get a stright shot at the broken bolt to try to drill it and use an extractor bit to spin it out.
any suggestions would help. thank u

is there any part of bolt exposed? if not you will have to take it apart so you can get a straight shot to drill it out. have been an auto tech many years,I have to pull motors to extract broken bolts.there are new tools the can heat bolts without flame, cost is about 800.00 and you must be able to get about a 2" coil around it. good luck

lol....why nor just take off the bellypan, only takes five minutes and then remove the bolt the tried and true method...if you can mess with the head you can surely remove the bellypan.

moving the belly plate seems to be the best idea except it appears to me that when the bolts are removed theres no play so the belly cant drop and cant be removed over the head. it looks to me like removing the power head is the only way to remove the belly plate so i dont see that as an option.

ohhh my sincerest apology for attitude....didn't realize you had the dreaded one piece pan on this thing.....how about this cause unless the powerhead has been off before(I'm guessing the guy didn't have to remove it to break the bolt) then you really don't want to open that can of worms unless you HAVE to....I would do this before that; cut from top of pan down then over then down to end of cut to form three sides of a square...do the work and fill the hole with this; take two pieces of thin rubber and use a grommet tool to fasten together leaving a lip all the way around, made to fit in the cut out but slightly rectangular so the top lip will receive the top cowling....like on the newer Yamaha's rigging harness into motor....removing the powerhead can really get problems going, especially in saltwater, don't know if this helps, but good luck.
