Broken regulator/rectifier water housing. FIX

2001 Crestliner / 150 HPDI Yamaha
Thought my impeller failed this weekend and saw water running out of the cowling. (Just a bit) Took it to the shop thinking my impeller gave it up as the pee trail stopped, to learn the regulator /rectifier housing jacket broke from freeze. I have had this rig for almost 10 years and have never seen or heard of this. Gonna get it fixed this week but now am gun shy as the mechanic tells me it is nothing I did wrong but that water just did not drain for some reason.
OK- has anyone ever heard of this in the past and is there a fix to positively know the water has been drained from that thing- Not so keen on just rolling the dice..

yep, happens.
debris builds up in the water jacket traps water and can freeze.
its also why its imperative the tell tale on that motor remains clear and working.
I also drain the flush hose when winterizing as well as making sure the teltale drained, you can use air.
