brown sealant on fill hose

I am going to replace my fuel fill hose as the old one has started to crack. I notice on the tank end of the hose there is a brown farily solid sealant of some sort pushed out from the end of the hose. Is this something special used at the factory, or can I unclamp and remove the hose and replace it. If I need the sealant what do i need to look for?

what can you use to remove the old sealer without harming the plastic tank? will brake cleen or similar solvent soften it and remove it?

Here is the hose in question. The blue line indicates roughly the end of the nipple/bushing on the tank. The crack circled in red is the only one that is off the nipple the other one to the right between clamps is over the nipple and should stay sealed up. Its hard to see, the outer shell of the hose is cracked but the braid and inner liner are still intact, no leaks currently. What are your thoughts on this.... leave it or change it?
