What bottom plug? You should have 1 on each side, lower, 1 on each manifold, one on power steer.
Reman is below $3000.

If the dealer did a winterize and left the plugs out then he did a ****TY job of winterizing.EVERY winterization I have ever done or seen had antifreeze in the block.If the motor was cooked itr can be replaced a lot cheaper with a short block not a whole motor. That dealership sounds like a RIP OFF.Jerry

I got to say it sounds like your buddy jumped the gun a little. I love going to the ramp on a holiday weekend and seeing this happen over and over. Guy may or may not even started their boat for the first time when they get there ready to go. Hit the key, hit the gas and go. If the motor got hot enough to burn the paint off it sure was hot enough to start that petroleum based fiberglass on fire. He's lucky he didn't burn it to the water line.
When you guys go out for the first time. Start it at home, let it run to full operating temp. Make sure it's sucking water and your hose isn't pumping it in. Look for oil, water leaks on the motor (motor seals dry up when left sat for long time periods). Shut it down and look it all over again. Give it a little while and go to start it again. If it all works out take it to the ramp. Get launched, go for very short ride. Just a minute or two at most. Open the motor cover. Look around and listen. If all is good then go on your way (I would still check again later). But more then one time this has saved me some serious pain (I do it every time I go out).
One time was a blown out casting plug. Same issue as your friend. No water going to the motor. Things got real hot quick and the boat was filling with water. If I would have went another 1/4 mile the boat would have either sank or burned. Neither would have been pretty.

As for the 11 grand. You could take a collage course on motors, buy the parts, build it yourself and still have enough money left over for a vacation.;)

I put a Jasper Reman in mine last yr. I paid about $2200 for the motor with a 18 month warranty. I feel I got ripped on the installation for $3500. Installation should have been <$2500. So yes, $15k sounds pretty high. Shop around. Ask around.

His motor has one of those new collection systems that is supposed to make winterizing your boat so much easier. I have already heard what this group thinks of that system.....most think it should get ripped out and put standard brass plugs back in the block so you can make sure the sand is out.

the reason to leave the plugs out if you dry winterize is to allow any colected water still draining to escape and not puddle at the drain area and freeze, its why I drain the system then using the engines seawater pump I refill it with a non toxic A/F mix.
not only is the cooling system and pump, yes virginia seawater pumps can freeze if not drained or protected, are ready for spring as well as the corrosion protection, very important in salt water systems.
the new drain system is ok, however AFTER draining the raw water systems I always run the A/F mixture through it.
havent lost a setup in 30 some odd years.
