buying a new boat, this is broken on the trailer. what is it?

Picking up a new boat (canadian), and found this is broken off after the winter. The guy said he doesnt know what it is. I dont think its the brake line system because i mean you can see it etc. it goes to a garden hose fitting and im thinking its a undertrailer washdown system like they have in the states for saltwater. any ideas?

I can't tell from the picture but if you say it has a garden hose connection it's to flush the brakes. Does the trailer have drum brakes?

That's what it looks like. I have the same thing.....flush system for drum brakes
that trailer looks like it might need some work, springs are very rusty.
