Calling on the 9.9 experts

I have an 83 johnson 9.9 i'm rebuilding, the tiller gears are badly worn and I hate the gear mesh setup. I was looking at the parts diagram on an 88, they converted to a cable type system. The difference I can see is a gear ball and pivot and the tiller arm itself, question is, can the system be converted with just these 2 parts or are there other differences.
