cam follower and lever. what is it?

got a 84 8hp evinrude. pull start. was out looking at it this morning and noticed a piece that i couldnt figure out if it was where it was supposed to be because it looked like it wasnt doing anything. its spring loaded and seemed to be stuck so when i relieved it it seemed to make it like the cord woulnt rewind. its part number 0394498 CAM FOLLOWER & LEVER. ill take a picture of it in a few and post back.

here's a pic of it. this is it stuck in the open or away position. the spring is supposed to make it push towards the starter but then the cord doesnt seem to want to wind up all that well???

It is the starter lockout that prevents starting the motor at high throttle settings. It is operated by the cam on the magneto plate as you advance / retard the throttle.
