Can’t close cowling on 2000 BF130

Hi, I recently purchased a 2000 Honda bf130 and I’ve never owned a Honda before. I got the motor with the cowl off and I can’t seem to figure out how to get it to close. There’s something preventing the front going down. Is there a trick I’m missing?

Looks to me like you need to rotate the latch handle 90deg , looks like the latch is in the closed position in the pic. You may have to push down on the cover as you rotate the latch to close it.

The latch is free and it's not running into the cowl. Seems like something up top is keeping it from sliding all the way down by it's impossible to tell. I might be able to get a boroscope up there to see.
