If the shape of the prop isn't messed up, just file it smooth, or rub it smooth with a whetstone. If it gets bad enough to cut performance, then it's time to take it to a prop shop. Unless you're racing, a few nicks and scratches, provided they are deburred, won't noticeably affect performance.
Filling in dings and taking it back to spec is usually about a $150 job on a stainless prop. When it comes back, it's like new, including the finish.
