Probably so, yes. Depends on how much is bad, worn or missing. Most dealers have a prop service come around every week. Take it to a dealer if the prop shop isn't within driving distance.

Re: can a stainless prop be rebuilt?

A quality prop shop can do some pretty amazing repairs. I remember seeing a pretzeled stainless Alpha prop on my local guys bench. I said something about it "making a good doorstop" but he said they were going to fix it good as new- and they did!
If you want your prop to perform best, look for a shop that uses PropScan technology, like Black Dog in Maryland. The "old-fashion" way was to simply use pitch gauges or blocks; computer scanning is much better.

If the shape of the prop isn't messed up, just file it smooth, or rub it smooth with a whetstone. If it gets bad enough to cut performance, then it's time to take it to a prop shop. Unless you're racing, a few nicks and scratches, provided they are deburred, won't noticeably affect performance.

Filling in dings and taking it back to spec is usually about a $150 job on a stainless prop. When it comes back, it's like new, including the finish.

hope it helps
