Can anoyne tell me what year this outboard is from?

This is a 4hp Johnson that came with a boat I recently purchased. I think that the carb needs a rebuild. Can anyone tell me what year and model this is? Looks like it came from abroad. CE in the model number denotes a 1989 model.
