Can anybody identify these parts?

I believe its a trolling motor of some kind but i have never seen one like it before. Also is all of these things for the motor? Can you guys tell me what all these things do?

You have a Neptune engine-mounted electric motor. It is designed to be mounted on the AV plate on an outboard or stern drive. The first picture is the motor speed control box. The third picture is a 12 volt and 24 volt charger and the picture on the far right is the motor. There should be another dial type speed selector piece.

Charger, like a battery charger? How do you use it on a boat? It does have a plug in not that i think about it, but why is it mounted IN the boat?

Because it is called an on-board charger. No need to lug one back and forth between the dock and the house/cabin. Just plug it in. Besides, it is 12 volt AND 24 volt. Most portables are 12 volt only. Chances are this electric motor is 24 volts and therefore requires two batteries (big ones) wired in series.
