Can anyone ID this critter?

Just purchased a used "japanese" Mariner (made by Yamaha). Need some professional help in identifying it, because I can't seem to find anything conclusive searching the internet.
The motor reads 684C S 002009 on the ID plate. It's a short shaft, tiller operated, pull start motor. It has a 9.9 hp cowling, and was sold to me as a 9.9.
According to my look-up efforts it seems to be a 1978 15 hp (the chart was sketchy, or I dunno how to read it correctly...) Could this be a 15 hp with a 9.9 cowling, or will the 9.9 cowling even fit a 15?
I think it's a 15 hp, but I'd like to know for sure. It's bigger than most 9.9's I've seen, and weighs about 90 lbs vs. 55-60 for the average 9.9

That serial number comes up as a 15hp. And yes, a 9.9 cowl will fit.

I believe it to be a 1978 model 15M (Mariner)...same as a 15C (Yamaha).
Can you by chance verify that? (or at least a good guess...)

Thanks achris. Now I know for sure what I've got.
Bought it off a guy who sold his boat years ago (without motor) and he said he was tired of it taking up space in his garage. He let me have it for $125.00 with gas tank.
It has good compression, and spark. I haven't tried to fire it off yet, but I'm probably looking at a carb rebuild and maybe a fuel pump diaphragm job at the minimum. Lower unit seems good, catches in both FWD & REV.
