Gas sitting only since last August should be fine. Based on your description there's more to the story like either that particular batch of fuel has been in there 3-4 years, or there are other contributing issues.
Go in thru the fuel sender hole and syphon out using a length of clear 3/8" tube hose from HD or Lowes so you can see the color and any anomalies coming out into the container. Containers need to be lower than the tank to work. If it appears to be clear or clean, then for some reason your filter disintegrated. But again why? If you syphon it all out (if you can deal with it after it's out) and it looked pretty clear coming out the whole time, put some fresh in and a new filter along with Startron, some fuel injector/carb and run it. Get in the habit of using Stabil for Marine applications to combat the Ethanol fuel phase separation (basically octane or corn alcohol separating from the fuel). Ethanol will also absorb water more readily than the non-E10 stuff which depending on where you live, is impossible to find anymore. Another sign of putrid fuel is a strong odor of turpentine.
But again why the ugly mess in the filter to begin with? That's not a normal bad gas situation and certainly not after only 10 months. Maybe the tank had been slowly contaminated and was getting worse over time from neglect or ignoring a problem.
