An engine hoist of the wheeled variety is the best and safest way to go. You will need a hard surface to move it on. The holes in the transom may not match the new motor mount. If the holes do not match and the transom is wood, check the soundness of the wood where the old bolts fitted. If the wood is rotted you will have to bore the holes bigger to get to solid wood to facilitate good plugging of the holes. To plug, drill the new size hole untill it just touches the inside wall of the inner layer of fiberglass. Use a drill size just smaller than the plug. I use hardwood dowel cut just short of the thickness of the transom. This allows the sealing on the outside of the transom. I use Gel coat with a color match to make a good job. Seal the inside of the transom in a similar manner.
Use fiber glass resin to glue the plug in place. Coat the inside of the hole and allow a few minutes for it to soak into the wood then drive the plug in untill it touches the inside fiberglass wall. Wipe away any excess resin to clear the recess at each end of the plug. This provides space for the sealing gel coat.
If the hull is aluminum you may be able to fill the hloes with stainless bolts.
Always use below waterline sealant around any thru hull bolts. 3M make an
excellent product. Avoid using Silicon sealant. This deteriorates in a short time and you will have a leaking boat and a rotting transom.
