Can it be repaired or just spray new gelcoat?

My blue stripe looks like it got hit with a bunch of gravel on both sides. There are dozens of nicks, can feel the nicks with my fingernail, and they are pretty discolored. I assume it went through the blue and into the white (the nicks are light blue in color). What is my best course of action here? Thanks for any advice!

Sand and buff them out .. whatever is left with "burns" gel and wetsand and buff again.

Those are not major scratches that I can see .. but you might have to apply some blue ( factory ) gel to those areas.
