Do you have a screw on cannister filter/water separator?. If so, often it's necessary to fill it up with gas before you screw it on. Also sometimes you need to sort of prime the hose. Does the hose have a quick disconnect on the motor end?. If so, you get a small screwdriver and press in on the tiny metal ball on the disconnect as you squeeze the rubber fuel bulb. Then you remove the screwdriver and let the metal ball push back out as you release the fuel bulb with your hand. Do this a few times till gas squirts out the disconnect past the metal ball as you're pushing the metal ball in and squeezing the bulb. If no quick disconnect do the same thing by holding your thumb over the motor end of the hose. Is the vent open on the fuel tank-that's real important.

Are you sure you have the arrrow on the primer bulb pointed toward the engine?

Is fuel getting to the fuel pump?

The bulb's not getting firm, is it?

Only just a few possibilities:
Hold the bulb vertical, with the arrow pointing up - gravity helps close off the intake valve in the pump.

If that doesn't work, either the bulb is faulty or else the line's sucking air upstream of the bulb.

Make sure the quick-disconnect is all the way on.
Then check all the hose connections.
And the pickup tube inside the tank.
Could be a hole in the pickup tube.
Or the either the male or female quick-disconnect fittings are faulty.

Narrow your search by taking the quick-disconnect off the hose and sticking it (the hose) down into the fuel filler opening, and squeezing the bulb.

[note to lorin - if I had to go through that procedure to prime my fuel line, I'd do some troubleshooting]
