Can you identify this engine?

I have a small outboard that has been painted so I don't know the original colour. It looks as though it may be a 2 or 3 hp. The numbers taken from it are: M. 4406R and Serial # is E0003868. Could be an Evinrude, but I don't know.

If its an evinrude that number matches 1974 4hp.
