Can you use Mercontrol box on a tohatsu outboard

Has anyone used a old mercontrol forward contol box on a tohatsu motor(25hp 2006 2stroke)

Any box that uses Morse type cables will work for throttle and shift, though some of them are reversed (idle vs WOT, F vs R). Wiring would be completely custom. Much easier to get the correct box. You will also need an SRC kit to connect everything.
