Your kinda right..."they" don't want the tax money but another "they" will come looking.
Took them 2 years after I got my pleasure craft licence before they asked about mine.
I'm in N.S. and here most small boats don't have any numbers on them and we aren't bothered with.....yet(just saying).
It didn't cost anything for me to register my boat,only later when the tax man came looking.Sorry, I don't know what it takes to transfer a boat number,may not be a big deal seeing where you will be using it.

Hey Ric, haven't done mine yet, guess I should...did they not ask you for a bill of sale from the previous owner with a dollar value attached?

I don't see if or where you mentioned the size of the outboard, but if it's under 10hp, you don't need to register it (which is why manufacturers make 9.9's)

For clarification:
Canada Customs formerly issued boat licenses 14K etc. This was then moved to Service Canada and the numbers were changed to the province code followed by numbers. Transport Canada will be taking over this licensing system(2011?)

If your vessel's engine is under 10 hp, you do not need a vessel license, however, you may request one.

If you are using your vessel in a commercial, non-pleasure operation, you must change your pleasure craft license to a C number (C123456 BC) and register your vessel in the Small Vessel Register. In BC this is handled by the Kelowna office of Transport Canada.

So if you are a fishing guide, commercial diver, parasail operator, crew boat operator, water taxi etc. this would apply to you.
