Cannot achieve wot

I do not get wot at the carbs with any combination of adjustments. There is quite a bit of travel left to be horizontal. Could a bad cable cause this? There is a good 1/4 inch of play in the cable but I would think this is normal. I was going forward with a link and sync per manual but it will not achieve wot. I don't want replace the cable only to have the same problem. Thanks

What year and hp of your motor . Are you looking at the butterflies themselves or the linkage. It is possible to over rotate the butterflies so they can actually start closing the carb off. Depending on model and hp there is also sometimes a throttle stop screw that can be adjusted. NOT THE WIDE OPEN TIMING SCREW THAT STOPS THE TIMER BASE

89 johnson 60 hp. Yes I am looking at the butterflies. They are 3/4 of their travel to horizontal. The wot stop screw is adjusted correctly. I adjust the cable to just hold against the idle stop screw and cannot achieve wot with any combination of adjustment of the timing lever,cam rod,and the cable. If I hold it at wot and adjust the cable to hold I am left with an equal amount of slack and it does not return to idle. I can manually move the lever the rest of the way 1/4" to the wot stop screw so the problem must be the cable or the control box. I have separated the box and lubed the cam, lever, and roller. I found some side to side play at the lever but I don't think that to be it. I see about the same amount of play pushing and tugging the end of both cables at the engine. Shift and throttle. I don't know maybe I will try a new cable and go from there.

Post two pictures of the linkage in idle and wot position.

Is this motor new to you. You have the three cyl 60 on the throttle linkage on them you have two screws the bottom one is for the idle and the top one is the throttle stop for the carbs. If at wide open it is tight against that screw you need to adjust it.

I will post pics asap. I have the wot screw set to where the butterfly's are perfectly horizontal but the cable will not make it to the screw. Yes the motor is new to me. I am familiar with all the adjustments. There is just not enough travel in the cable to completely travel from the idle stop to the wot position. As I stated " any combination of adjustments" I am going to double check the control box again later too.

I was going to take pics of the linkages but I wanted to check the box out again. I found the throttle lever had a a lot of play and pieces of what look like a spring washer fell out. I'm going to try a new cable and replace the washer. Can anyone point me in the right direction as to replacement parts for my control box.
