Cannot get Full Throtle

I have a 85 115 HP Johnson. I can only get about 3000 RPMS. The butterflies is opening wide open on both carbs. There is spark on all 4 cylinders. The VRO line is plugged and I am mixing the fuel. I don't know for sure but was told there was no problems with the prop.

I forgot to mention that it runs great, I just cannot get above 3000 RPMS

Check compression
Check spark
Clean carbs
Link'n sync
Decarb.

Check compression:: 125 on all 4 cylinders
Check spark: good spark on all 4

I will try to locate a rebuild kit for the carbs and see what happens. Thanks!

Do a link and sync as well. Won't do any harm, only good.

I rebuilt the carbs tonight. There was a screen on the fuel inlet that was crushed on both carbs. I straightened them the best I could but it seems that they could possibly be restricting the fuel and the kit did not come with new ones. Would it really hurt to remove them? There was no junk in them.

I am trying to rebuild my carbs as we speak on my 75' 115hp, What exactly is link n sync? and decarb motor? I am new to boating.
I took pictures

There might be a fuel pump issue. The quick test for a fuel pump is to squeeze the fuel bulb while at your 3000 rpm max. If the rpms pick up then consider rebuilding the fuel pump.

The proper link and sync for a v-4 is the adjustment of the carbs so they are working properly and sync'd with each other. Best accomplished with the manual in hand.

Your compression is excellent. Crazy question. Is the tach correct? Is it set on the right setting?
