cant expand or move pictures

I've changed my personal settings to advanced per instructions. When I down load the picture to the post and click on it, the eight little boxes appear. When I move the cursor over a box the two headed arrow appears. But I can't get it to drag.

If you are referring to the " Enhanced Attachment Uploading" I personally find it more difficult to use, and not worth the hassle. The standard works much better.

So how do you do it on the standard setting. I couldn't get anything to happen after I down loaded one there.
