Can't fix it!!

I have a 1964 Big Twin Evinrude. Here's my problem: It idles like a champ but when I take it out on the water, it acts like it's missing. It tries to go but still seems like it's only running on one cylinder.

Here's what I've done so far: I've replaced the carb and checked my spark. I have spark but it's not consistant. My top plug is loaded with oil/fuel. Bottom plug is looking beautiful! I have not done compession test. My fuel mix is 50:1

Could it be my points? How to I set those? I have a manual but it's not telling me much on the problem I'm having.

check compression, no point in putting parts in a motor, if it is not a viable base to work on. the rest of it is in here. > http://forums.iboats.com/showthread.php?t=299680
