Not sure whats going on - all new OEM replacement drive/cable/etc- using these instructions:

First I verified the 3"/76mm center to center on the two end nuts on shift mechanism.
Now when I install the plate tool on the oustside (1/4") and set the tool over the adjusted lower shift - there isnt enough travel to engage Rev - the cable "bottoms out" before the throttle position is reached.. I have the drive on now but marked where the black sleeve sits when the bullet is sticking out 1/4".
When I follow the instructions the lower shift cable doesnt have enough travel to reach the upper/ctrl Rev position - I have to change it resulting in the bullet sticking out more like 1/2 out the back -
basically when the control is in N the bullet sticks out 1/2 out the back, not 1/4 - when I have it in N at 1/4" (acc to instructions) there isnt enough travel to make it to the R position..
Ideas?
Might have to test it while motor is running and see where it shifts positively -
