cant get her in gear. shift lever moving to little

shiftrod is adjusted. both cables have about 8mm of slack and they are new but do to inproper storage they are abit rough
need to oil them som more.
by moving the shiftlever by hand it works fine but hooked up to controlbox it doesent, its the stock controllbox and i cant find anything suspect
​in that. looks like it wonnt move the lever far enough hooked up. if i adust the cable i can get one gear to work at the time but noth both
its an 1989 johnson 175gt

Is the control cable in the right hole in the lever in the control box ??

Cant adjust anything in my controlbox (old white johnson box) but somehow both cabels have a slack on 8mm and throttle sticks abit. With the engine running i can get it in gears without throttle hooked up. But with engine of it wont go all the way into gears

Good that i get a answer i probably need to get shorter cables then or try to make them go a diffrent way and dont bend so much. But why is it like that? Cant understand why o long cable wont work on a shorter boat

Motor has to be running or prop must be turned when shifting that motor !
