Can't get no speed

I can not get my egine up hight speed. I have a 15 hp evinrude twin cylinder worktwin engine and a 12 ft. aluminum boat. The max speed I acn get it up to 5.5 miles per hour. I need help.

How's the compression? Are you getting spark to both plugs?

I found out I have a head gasket leak. Put in new head gasket and now I have about 95 psi for compression in both cylinders. Thank for the info.
