Might I suggest finding a metal-working/machine shop close by. Take the rig to them and have them remove the strap bracket from the trailer and re-weld it wherever you want it. Repaint and you're done - properly. A 30 min. job max (if you do the painting!)

A piece of stainless strap with a twist and 2 holes mounted on the extra length of the motor mount bolt solved my problem of where to hook the tie down strap.

I use this one to keep my boat cover on on the other boat.
