Can't kill an Evinrude!

We just went through the powerhead on an 82 25 hp Evinrude and it runs nicely.

Problem is that it won't shut down with the kill button. Button tests good. Direct grounding the kill wire that goes into the power pack does nothing. Substituted packs and the same thing.

Any ideas?

If grounding the black-yellow wire from the pack, the pack is at fault. Strange that both pack's would be faulty. Are all of the connections, and ground's tight.

Best I can tell is that both packs are at fault. All connections and ground in good shape.

Wondering if there is a different wire on the pack that could be grounded for kill? Trigger?
