can't rev in neutral

I have a 1990 115hp Mariner. I used to be able to press the neutral button on the control lever to rev the engine while remaining in neutral. the button no longer works. Is this electrical or mechanical. How do I fix it?

I've included a picture of my controls for reference.

Supposedly there is a kit to replace this button, others have alluded to. I have the same problem with my button, says Throttle only on it. The button seems to be stuck. If anyone knows the kit to replace it, I would also be appreciative. My controller is the original Quicksilver Commander.

I've seen a few threads on the subject, but nothing that tells me what to do.

The button used to work, but it did stick. My dad took the lever apart to try to unstick it. Now it doesn't work at all.

I'll probably try to get the kit through a parts dealer.

http://www.mercurypartsexpress.com seems to have a lot parts

For your info, mercury partsexpress is not a dealer, it's the official Mercury site with parts listings for reference purpose (like to ask your local dealers what part number you need...)
