carb help 89 mariner

Someone please help, I'm at a loss I just can't figure out what's going on. Most of the time now when i start my 90 hp outboard everything seems fine but full throttle isn't there when it's cold. It doesn't sound like an engine that is bogging it just doesn't open up past what should be 1/4 throttle.
Is this electrical ?
It seems to kick in after 'out half an hour or so then works fine for the rest of the day.
If it was the carb/carbs it would be bogging down would it not ?
When it does kick in,it feels like backfire but kicks the rpm into the right range then it goes.

Help would be greatly appreciated.

Can someone point me in a direction please.
The rectifier,plugs,wires are new
fuel pump is rebuilt
it idles fine, just can't figure out why it won't accelerate all the way at first. I get more than 2000 rpm at full throttle. Tried looking online but i really don't know what or how to search this.
when it kicks in it kinda studders for a bit the goes.
Help!!!!!!

Did you ever figure out the problem? I have a 60hp mariner that does the same thing. I have heard possibly crank seal. I have yet to figure my problem out.
