Carb IDLE needles or no IDLE needles

Hello all!<br /><br />I bought a new Holley carb on ebay, now i have a question: The old one had 2 needles to adjust air / fuel mixture, the new one has plastic caps where the needles should be. Is this normal? No setting needed? Or do i have to remove the caps and install the needles? The caps are made of VERY hard plastic - tried to remove them gently already. What do you guys think? The carb is a Holley 2300, made specifically for a 3.0 volvo and painted in volvo red colour.<br /><br />Thanx in advance!

Probably a sealed ajustment. Quite common on small gas engines for mowers and other power tools. I quess they think we are too dumb to do our own adgustments. Usually you can pop the seals off.
