After rebuilding the carb and the fuel pump, I put everything together and tried to start up. Jets are set at the recommended settings, glass bowl is full, carb bowl is full, float is working properly. If I choke it fully, I can get it to sputter, start, and run for two to four seconds then it dies. Slow jet settings don't seem to have any effect. Could I have put something in wrong? The only thing I can think of is the gasket that goes around the main jet. Looking at the blowup in the manual, it appeared that the cork gasket is sandwiched between the carb body and the float bowl, ensuring that the only gas that gets into the chamber that the main jet sits in comes through the needle valve. Did I do that wrong?
