Carb link and sync, strange device?

Have a 1981 crossflow 140HP Johnson. Did the link and sync per the OEM service manual. All seems ok there. But, there's another linkage going up to what looks like some sort of potentiometer mounted at the top of the carbs. It has electrical leads going in, and what looks to be a slotted (blue) adjustment screw in the center of it. Kind of reminds me of a throttle position sensor on a car throttle body. It's not listed in my manual, but the linkage to it seems to be adjustable. I haven't moved it.

Anyone have any ideas on what it is?...and, how do I get it set? It's arm rotation is limited to 90 degrees, but I could set the linkage to get it anywhere.
