carb problem 87' 28spl johnson

too much air or not enuf fuel. i hae a 1987 johnson 28spl. barely runs or stay running before sputters out. if it will stay running it is very low powered and sputters. it never had a 'cover' for carb intake since my dad bought it new. we covered carb w/ palm of hand and it ran steady and maybe 1/3 total power, maybe 10mph, on a 1975 15 ft marquis fishing boat. it wanted to do more but still wouldnt. evinrude/johnson site didnt show a carb 'cover' for the model tho. any sugestions?

Rebuild your carb, it's not getting enough gas, it can always get air, cover or no cover.

agree clean and rebuild the carb also change the fuel lines. see ethanol, and carb cleaning. http://forums.iboats.com/showthread.php?t=299680
