Carb Rebuild Observations/Questions

I just finished rebuilding/cleaning the carb off my 95 Johnson 28HP and I have a couple of questions:

1) There is an orifice in the plastic carb cover called the intermediate orifice, part #9 in the diagram below. This orifice is open to the outside air. If you spray into it the spray comes out one of the channels in the cover. Why would it be open to the air? I thought the orifices controlled the flow of gas.

2) When I took off the bowl cover I saw that the float was not adjusted correctly. When holding the carb upside down the float was not parallel with the gasket, it was angled downward. Could this cause problems with high speed operation?

Not sure why I was so scared to try rebuilding/cleaning this carb. It was so easy!! Guess it was the fear of the unknown since I'd never done one before.

The intermediat orifice controls the air which mixes with the fuel to provide a spray of droplets instead of a stream of gasoline. By doing this they make a more burnable mixture.
Float setting too low will make for a lean mixture. Yes, that would affect high speed operation, might make low speed pretty poor too.

Thanks for the enlightenment!! I'm slowly, but surely, learning how outboards operate.

I was having problems with "lean sneeze". The improper float setting may explain that as well. I'll keep my fingers crossed!!
