Carb rebuilding

I have a 1989 20 hp evinrude. Some problems are starting with the carb (I think). Turn the air/fuel screw in all the way and the motor will no stall out. I think it should? Tried taking the screw out and spaying it with carb cleaner but remains the same. When I power up the motor breaks up a bit before getting to high rpms. Is this the symptons of the need to rebuild the carb or should I be looking at something else? :rolleyes:

Welcome to iboats. Sounds like a carb rebuild to me. When you turn the screw all the way in, you are running the engine rich. If it idles and runs well this way, then the carb is probably clogged and running lean under the normal setting. Best to rebuild it.
