Can a 86 25hp evinrude with manual primer be replaced with a carb from little older 25 with a choke

Yes.----Nothing to it.------Those primers are repairable with a few o-rings.----They used those primers for over 20 years.-----They are a proven item.

Don't like it, still have to put hand in carb to crank, want simple carb with choke

Repair it / learn how it works.----Or just buy a 30 HP carburetor and be happy.

Those motors / blocks were basically all the same from 1980 to 2005.
